Humanitarian Needs Overview (HNO) for Syria - 2021

The 2021 Humanitarian Needs Overview for Syria has been completed. The HNO was informed by several assessments, including the Food Security and Livelihood assessments in Northwest Syria.  As the Syrian crisis marks 10 years, the situation in Syria continues to deteriorate drastically with an estimated 14.2 million people in need of food and agriculture assistance, compared to 9.8 million in the previous year (2020). 
 
In Northwest Syria, the HNO indicates: 

  • The number of people in need (PIN) in NW Syria is up to 3.3 million people, of which 3.1M people are in acute food insecurity and in need of food assistance. 
  • The agriculture sector has been severely impacted, with loss of livelihood and income for many households. Currently about 0.2M people are at risk of food insecurity in NW Syria.

As part of the FSL priorities, further support to life-saving food assistance is required to meet the food gaps of the most food insecure people in NW Syria particularly IDPs, through in-kind food and cash-based transfer, along with technical assistance to wheat and bread value chain to restore crops production by local farmers and bakeries’ production capacity.

Key Achievements of the FSL Cluster Partners

  • 57 partners implemented SO1, SO2 and SO3 activities in northwest Syria (NWS) in December 2020.
  • FSL partners delivered food assistance to the People in Need (PIN MYR) in December 2020, by the following percentage of beneficiaries reached out in the target sub-districts: 
    • Out of 36 sub-districts in NWS, 3 sub-districts reached above 100% PIN,
    • 5 sub-districts from 100% to 76% PIN,
    • 8 sub-districts from 75% to 51% PIN,
    • 8 sub-districts from 50% to 26% PIN, and 
    • 12 sub-districts were covered by less than 25% PIN.
  • In total, 1.85M beneficiaries were assisted through the distribution of 363K food baskets.
  • 2.26M beneficiaries were reached by bread and flour distributions.
  • 297K beneficiaries received Emergency Food Rations.
  • Nearly 61K households (HHs) received a total amount of 3,092,300 USD as vouchers for food (the value is about 50 USD per HH), while 2,779 HHs received 138,950 USD as cash for food. 
  • 1.38M beneficiaries were supported by programs on agriculture, livestock, irrigation and livelihoods assistance over 12 months in 2020 from January to December 2020.
  • In February 2021, in addition to the regular meetings (3 Area Coordination Groups, Agriculture TWG, Livestock TWG, Bread and Bakery CG, and FSL Cluster Monthly Meeting) FSL Cluster conducted 3 ad hoc meetings on the flood impacts and response  in NWS, 5Ws training in English and Arabic, FSL Cluster 2021 Priorities workshop Round 2 in addition to the weekly team meetings, Turkish Red Crescent (TRC) meeting, and the online Inter Cluster Coordination Group (ICCG) led by OCHA.
