In the first projection period of December 2023 to March 2024 (harvest/post-harvest season), the situation is projected to improve marginally as a result of seasonal availability of harvets. An estimated 5.79 million people (45.8 percent of the population) are projected to face IPC Phase 3 or above (Crisis or worse), including 25,000 people likely to be in IPC
Phase 5 (Catastrophe) and 1.71 million people likely to be in Phase 4.
In the lean season projection period of April to July 2024, the food security situation will deteriorate and an estimated 7.1 million people (56.3 percent of the population) will be severely food insecure (IPC Phase 3 or above). 79,000 people are likely to be in IPC Phase 5 (Catastrophe) while an estimated 2.34 million people are likely to be in Phase 4 (Emergency).

In 2023, the FSL Cluster held consultations with various stakeholders to prepare the FSLC Strategy 2024-2026. This included discussions on response strategies, complementarities between partners and strategic objectives such as food aid, emergency livelihoods and resilience. The sustainability of the response was emphasized, with a focus on community priorities and collaboration with development, peacebuilding, government and private sector actors. Consultations with target communities helped identify constraints to food security and potential solutions. The recommendations formulated in this medium-term strategy were reviewed and validated by the cluster lead agencies. The strategy will be operationalized through the annual HRPs and reviewed annually based on lessons learned from implementation.

The FSLC 2024 HRP addresses the acute food insecurity crisis in South Sudan, which will affect 7.1 million people between April and July 2024, with some regions facing catastrophic food insecurity (IPC5). The response focuses on emergency food assistance, targeting 3.5 million people, including returnees from the Sudan crisis, with a focus on reducing malnutrition and mortality. In an integrated manner, context-sensitive emergency livelihood support aims to support 650,000 households in 78 counties, promoting self-sufficiency through flexible interventions and coordination with other clusters. Resilience support targets 1 million people to strengthen national and local actors, focusing on market development and community infrastructure.  Read more
