This report provides detailed analysis of the needs, vulnerabilities and conflict events at Raion level covering Frontline communities in Ukraine. This is based on data compiled from REACH’s Humanitarian Situation Monitoring (HSM) round 13, REACH’s: Joint Market Monitoring Initiative (Round 19) – October 2023, IOM’s Ukraine Conditions of Return Assessment Factsheet — Round 5 (September – October 2023). In addition, conflict event data in Ukraine from ACLED covering the months of September and October was sourced along with local and international press reports and two internal situational analysis reports from REACH.

To support analysis and understanding as to how these datasets/reports align or diverge, selected data has reformatted and presented as part of the Raion and Oblast Profiles contained in this document. Its main aim is to provide a succinct profile of the impact of the conflict and subsequent humanitarian needs at a raion level and to give summaries at oblast level, so that comparisons can be quickly made. However, it is also important tonote that findings from all datasets are indicative only at raion level, and when looking at HSM data, the profile of the raion is based on an amalgamation of profiles of each individual settlement. The range of needs between settlements in the same raion can be quite staggering with, for example, settlements in Kharkivskyi Raion exhibiting five different levels of access issues across all 6 services assessed, and Pokrovskyi Raion where settlements are spread across 4 of the 5 possible severity levels.
