The Food Security Cluster works to ensure a coherent and integrated humanitarian response to assess and address the food security needs of affected populations, including internally displaced people (IDPs), returnees and poor host community members.  Since the cluster system’s activation in 2014, the humanitarian response in Iraq has shifted focus from emergency frontline assistance to addressing protracted needs and development-peace nexus activities.

The Cluster mirrors this operational shift together with its partners and has increased focus on livelihood, resilience and early recovery activities to facilitate the returns process, while recognizing the protracted needs of those living in camps who cannot return to their places of origin due to protection concerns and lack of basic services. Under the 2022 Humanitarian Response Plan, the cluster targets 336,000 IDPs and returnees
