Over the last one year, Catholic Relief Services (CRS) leveraged on its broad experience in humanitarian and development programming in northeast Nigeria to develop a strategy for 2019 – 2021. The final strategy details CRS approach to navigating the complex and dynamic context to deliver high-quality humanitarian assistance and durable resilience-building development interventions.
Of note are the phase definitions and phase transition triggers sections that spell out the characteristics of the different phases (emergency-transition-recovery/reconstruction-development/resilience) and the triggers to progress from phase to phase. The strategy also recognizes the constant risk of new displacement and the need for emergency response as a result. Hence, the non-linear nature of the phase transitions.
Please note that the map used in this strategy is based on the 2018 security situation. The security situation has since deteriorated in LGAs marked for transition and the situation remains fluid.
