The Food Security Sector (FSS), established in December 2012, has been a central part of the humanitarian response in the occupied Palestinian territories over the past years. The FSS is co-led by the World Food Program (WFP) and the Food and Agriculture Organization of the United Nations (FAO). In addition, over 100 partner organizations country-wide are active members in the FSS, including NGOs (international and national), United Nations (UN) agencies and donors. The FSS members, by actively participating in the Sector, commit themselves to strive to enhance the effectiveness of humanitarian action based on an ethical obligation and accountability to the populations we serve, acknowledging diversity as an asset of the humanitarian community and recognizing the interdependence among humanitarian organizations; being committed to building and nurturing an effective partnership. 

The 2026 Flash Appeal seeks to mobilize US$4.06 billion to deliver urgent, life-saving support to 3 million people in need of humanitarian assistance across the Occupied Palestinian Territory (OPT). Under the current conditions, humanitarian partners will prioritize the most vulnerable, ensuring a coordinated and principled response to address critical needs in the West Bank, including East Jerusalem, and the Gaza Strip.

The 2025 Flash Appeal, developed with the collaboration of UN agencies, NGOs, the Red Cross/Red Crescent, and the State of Palestine, aims to address the humanitarian needs of 3.3 million people in the Gaza Strip & West Bank (including East Jerusalem). The total estimated need is US$6.6 billion; the initial appeal requests $4.07 billion for the most urgent needs of 3 million people. This includes support for Gaza's 2.1 million people and 900,000 in the WB. FSS is seeking $1.3 billion: $1.1 billion for Gaza and $197.9 million for the WB. FSS activities in Gaza includes emergency food assistance through various modalities, support for local food production and urban agriculture, conditional cash/voucher, and evidence-based advocacy. In the WB, FSS provides food assistance, agricultural support, income-generating activities, and collaboration with clusters to water access for agriculture.

Following a significant reduction in conflict, a proposed peace plan, and improved access for both humanitarian and commercial food deliveries, food security conditions have improved in the Gaza Strip. However, the situation remains critical: the entire Gaza Strip is classified in Emergency (IPC Phase 4) through mid-April 2026. No areas are classified in Famine (IPC Phase 5). Rafah Governorate was not analyzed due to lack of data and indications that it is largely depopulated. For detailed figures and breakdowns, refer to the IPC Analysis.

According to the latest IPC analysis, the entire population of the Gaza Strip remains at critical risk of Famine due to prolonged conflict, widespread displacement, and severe restrictions on humanitarian access. The situation has significantly worsened compared to the previous assessment, with alarming levels of acute food insecurity affecting the entire population. From mid-May through the end of September 2025, all areas of Gaza are classified in Emergency (IPC Phase 4), with everyone expected to face Crisis or worse levels of food insecurity (IPC Phase 3 or above).
