Between April and July 2026, an estimated 7.8 million people are expected to face high levels of acute food insecurity in South Sudan, representing an increase of about 280,000 people in IPC Acute Food Insecurity (AFI) Phase 3 or above compared to the 7.5 million projected in the September 2025 IPC analysis. The severity of the situation has also worsened, with an estimated 73,000 people classified in IPC AFI Phase 5 (Catastrophe) across Akobo, Fangak, Nyirol, and Uror counties in Jonglei State and Luakpiny/Nasir and Ulang counties in Upper Nile State. The deterioration in both food security and nutrition is driven by a combination of interlinked factors. Conflict and displacement have disrupted livelihoods, limited access to productive assets, and cut off populations from markets and services.

FSLC 2024-2026 Strategy

The FSLC Medium Term Strategy (2024-2026) aims not only to reduce the number of people in need of food assistance by 2026, but also to promote sustainable food security in South Sudan by 2026. The strategy is implemented through two strategic pillars (optimizing response and strengthening sustainability), reinforced by constant vigilance with respect to Accountability to Affected People (AAP), as well as technical and cross-functional quality standards. The strategy is a living and iterative document that will be reviewed and updated periodically in collaboration with key stakeholders.

FSLC HNRP OPERATIONAL GUIDELINES 2026

The Operational Guidelines document is designed to guide FSLC partners in planning and implementing their Humanitarian Response Plan (HRP) in alignment with the FSLC’s medium-term strategy. It outlines key principles, priorities, complementarities, and synergies that help ensure a coordinated, coherent response. This set of rules is aimed at optimizing interventions and strengthening the resilience of affected communities. As FSLC partners, organizations are expected to adhere to these guidelines to enhance the impact of their activities.

South Sudan Humanitarian Needs and Response Plan 2026

South Sudan faces a worsening food security crisis. The November 2025 IPC analysis projects that 7.55 million people (53 per cent of the population) will experience crisis-level or worse conditions (IPC Phase 3+) during the 2026 lean season, including 28,000 in catastrophe (IPC Phase 5). Communities in Jonglei, Unity, Upper Nile, and parts of Warrap and Lakes States are hardest hit.

Flood Contigency Plan 2025-2026

This Flood Contingency Plan for the Food Security and Livelihoods (FSL) Cluster was developed in coherence with the national contingency plan led by the South Sudan National Authorities. The plan was developed through consultations with humanitarian partners and is considered a living document, meaning that the projected figures and actions can be adjusted as the situation evolves.

The overall goal of the South Sudan FSLC is to contribute towards the Humanitarian Response Plan in addressing humanitarian needs through a clear and effective strategy. At the field level, critical information is exchanged including constraints around operations and understanding of potential response gaps. To that end, sub-national (State and County) level focal points are essential to allow food security actors to meet regularly and in a structured manner to discuss ongoing operations of partners, highlight challenges, identify gaps in response, avoid duplication, support more integrated responses (with the other clusters), develop contingency response plans to anticipated localized shocks, and support scale up when and how required in a rapidly changing context. The sub-national FSL cluster is composed of 13 state focal points and around 32 county focal points.

FSL Cluster Floods Early Warning Information

The Food Security and Livelihoods (FSL) Cluster in South Sudan has launched a coordinated effort to share Flood Early Warning Information with humanitarian partners and local stakeholders to support planning and response during the rainy season. South Sudan faces increased flood risks due to above-normal rainfall and rising water levels in the White Nile, worsened by upstream inflows from the Lake Victoria basin and other Nile tributaries. With the rainy season (April–October) already underway, early indicators suggest more intense and earlier flooding than in previous years, posing significant risks to vulnerable communities.
